Gilpin Court was known as “Apostle Town” because of its streets—named after the apostles: St. Paul, St. James, St. Luke, St. Peter and St. John. Richmond’s first housing project was named to honor Charles Sidney Gilpin, a black actor and singer who was born in the 200 block of Charity Street and was acclaimed on Broadway in the 1920s for playing the title role in Eugene O’Neill’s “The Emperor Jones.” Hundreds of homes and businesses were lost when the City decided to construct and run I-95 through the heart of this community dividing Gilpin Court from the rest of the Jackson Ward area.
